When people talk about developing a car, a driver can only give input if this feels better or not. The lap times tell if parts are good or not.
For example if a driver says the rear is oversteering when the car enters a corner. Now its up to the engineers to solve this problem either with setup changes or new components. Too much credit is giving to drivers for their development skills. Put any top driver in a Caterham and the car will still be in the back. F1 is 90% car and 10% driver, but of course you need a top driver to extract the car's full potential.
