@richard Spot on! How many times have teams contacted CW during a race to get an OPINION on a manouevre. If, however, the stewards decide that the manouevre was against the rules, it is they who impose a penalty, regardless of CWs opinion. In the Merc case, I read that CW gave 'qualified approval' and it depended on all teams being invited. They didn't and consequently there was no approval per se.
