f1 rules. the simple answer is that nobody knows!
take when lulu did his infamous pass on kimi. the stewards had the authority to penalise or not to penalise (they were the race arbiters). they went to Charlie for his OPINION, and he said that in his OPINION lulu had to be penalised. the stewards went by his opinion. but that is not to say it was right or wrong. the penalty could be appealed to the fia and they could well have upheld the appeal.
in other words, Charlie is purely the race director and is as fallible as any other individual. he does not make the rules nor does he have the power to enforce them unless it is designated in his brief as RACE DIRECTOR.
in future (and in this case) any team can NOTE his opinion, but a final decision can only be made by the FIA committee/board,... or, in a race situation, by the race stewards but subject to appeal.
