Glad someone with the integrity of Newey, who seldom speaks about anything, is willing to speak out. And for those that somehow seem to think this is being done to further some RBR agenda, there are two facts that seem to answer any doubters. First, RBR suffered no tire failures. And second, RBR has been the most competitive team on the current tires, handily leading both the constructors and drivers championships, even with Vettel's gearbox failure. Newey is right, if there had been a driver, corner worker, or spectator injured (or worse) due to the flying debris or a car spearing off the track after one of these catastrophic failures the failure to have taken the proper precautions would be disastrous for the sport.
