The additional 20 second penalty is completely connected to the 15K fine for Ferrari. If they don't hand Grosjean the 20 second penalty then he is only a fraction of a second behind Alonso and then Alonso must be given a time penalty and thus fall behind Grosjean (where he deserved to finish, but this being Ferrari we all know what happens.) Ferrari and Alonso are given the points, but have to be made to appear to have been disciplined and hence the meaningless fine.
