Drivers tend to advise their teams over the radio that they are experiencing difficulties with another driver's actions so that race control (who is also listening in) will take a closer look. Drivers don't tend to yell at their team to report something to Charlie directly. It suggests Vettel wanted Charlie to act immediately, rather than for race control to have a closer look at the incident..
