..........give the team in first place the same amount of money they receive at the moment but then instead of each further team getting less money, you give them more. This approach has worked really well in sports like American Football because it creates parity across the league, if you have a bad season and you finish last you get more money than anyone else, so hopefully the next year you have a much better season (well, that's the plan anyway lol), the teams always say that downforce and speed are directly related to the size of your budget. Not only would this increase the number of teams competing for the title each year, it would also help new teams to improve (although the prize money figures aren't released, I believe that 11th place in the constructors table currently gets you £0 in prize money), it should also entice more new teams to join F1.
