mrfill I know all that, but even if the tyres are levelled out for next year, because the amount of fuel that is carried it could still be down to fuel conservation. As you say, the cars are under fuelled in the anticipation of safety cars or wet weather etc.. If there are no incidents in a race, could they still race flat out? I don't think so because again. as you say, they are under fuelled. Therefore they will not be able to race flat out if they have to conserve fuel. Also, there will still be the tyres falling off the cliff effect. I would like to see Grands Prix where racers can actually race with no restrictions.
