If you want to understand why F1 isn't big in america, you should first understand the state of motorsports in america and its not great. The very fact that even NASCAR and IndyCar are struggling for ratings/viewership demonstrate that.
Overall as long as the NFL, NBA, collegiated sports and the MLB continue to hold a monopoly over the sports viewing public motorsports of any kind will continue to be a second-class thing.
