Theoretically it would be possible to have an engine put out 100hp more than the competition but it would come at the cost of reliability, fuel economy and extra heat. They will have enough trouble meeting the new fuel consumption requirements and heat issues without making it harder for themselves. As others have pointed out this is just nonsense.
