There will never be any agreement on cost cutting, the top teams have plenty of money and want to keep there advantage, the middle teams struggle on going nowhere and the back of the grid comes and go's as and when Bernie needs to bump up numbers to keep to his agreements. There will never be a level playing field because there are too many huge egos and huge budgets that want to stay where they are, they don't care about the rest so there won't ever be any agreement, it's a case of we're OK b....r everbody else.
