I don't think the criticism of Judd is deserved. They were 2 months late in starting due to the late involvement of Lotus and then because of financial problems at Lotus, had to halt work until that was sorted... ... and according to at least 1 article, the very rule by which Honda got it's turbo changed (& Chev appealed against so hard) is not being applied to the Lotus engines as the teams have repeatedly had issues with engine mapping and electronics (preventing teams running high boost at high revs) but Judd is prevented from making any changes until Mid-June... and as typical of a lot of motorsport some teams just don't want to wait that long
