I guess the penalty will vary depending on the level of advantage (if any) they may have gained. A minor technical infringement due to an oversight that had no bearing on the race result would not warrant disqualification. Who knows how much down force they were generating... I think there is also an issue with most sports in that it is harmful to the credibility of the sport when the person winning and celebrating on the day is later removed from the results. This is clearly not good from the fans or the sponsors perspective. It is politics at the end the day but I think we all understand the need for it.
