The Suzuki rider, who only took the points lead last weekend at Donington Park, was effectively handed the title when long time leader Josh Coppins withdrew from Sunday's title showdown due to the effects of an ongoing shoulder injury - which ate up the Yamaha rider's once 107 point advantage.
Ramon, a previous winner of the MX2 world crown, takes the MX1 title from fellow Belgian Stefan Everts, who retired at the end of last season with ten world championships.
Ramon's team-mate Kevin Strijbos won race one at Lierop, and looks set to finish second in the championship for the second year in a row.
