Look at the weight of all previous champions under the 4 stroke regs, its not the lightest riders that have won. The light weight riders have an advantage down the straights, but loose out in other areas, I belive Dennis Noyes had a pretty good article last year about ballasts, and why they are not needed

...simple, you gotta limit spending. No matter what else, deep pockets will try to buy their way to the front. 6 engines, 4 engines, 2 engines, steel discs, no carbon-fiber, a standard ECU, whatever. They will just spend more money for better parts to get a winning edge. Ultimately what you have to do is control the spending directly. You do *that* and let them spend it however you want and bam you have a true yet affordable prototype series

If it did become a spec weight series, where would you put the weight?

Bolted to various positions on the frame where it becomes a heavier bike for the lighter rider to wrestle around (where heavier riders get to ride a lighter bike), or would you strap it around the riders hips/thighs?
