IF you held him up? You certainly DID.

And 'not clear'? That doesn't sound like 'I didn't see any'' so if there was an uncertainty, and as you say riding your own race, why not just check behind you?

A stationary blue flag means "You will soon be lapped, be prepared to make way", a waving blue flag means "The faster riders are upon you, make way now". Maybe he thought he still had a turn or two to worry about the front runners.
