Monty is right... ..even though his spelling/grammar isn't.
Don't underestimate what an extra 3litres of petrol can do. Capirossi was more successful on the 2007 Duc than any rider after him- except for Stoner, of course.
One of the things he struggled with was the way the engine behaved off the throttle in fuel saving mode.

A limited CRT budget engine with an extra 3l of fuel WILL be faster and easier to ride (over race distance)than a factory engine on 21l. Of this I'm sure.

An inspired chassis design could potentially rival a factory bike, so the main area it'll lose out is electronics.

If they could tighten the electronics regs (basic TC, similar to road tech) the a CRT bike could definitely be a budget contender.
