After much speculation, the Grand Prix Commission finally made an announcement regarding MotoGP's future rule changes after a meeting on Friday at Assen.

But those expecting a radical overhaul in the name of cost-reduction will be left disappointed, at least for now.

Talk ahead of the weekend had been on the possible confirmation of a rev limit and/or standard ECU, by 2014 or 2015. Instead, the only MotoGP decisions agreed at Assen were in the form of much more minor tweaks for the near future.

In short, the announcement confirms the end of the rookie rule (clearing the way for Marc Marquez at Repsol Honda), the present two factory/two satellite bike format for each manufacturer becomes the official maximum, there will be a new freeze on engine bore and stroke changes until 2014 and a new limit on gear ratios.

The one bike-per-rider suggestion and a ban on carbon brakes was rejected. No reference was made to the possible reduction in engine changes from six to five, per (manufacturer) rider per season.

Honda has recently revealed that it intends to build a cut price RC213V 'replica' for use by independent teams for 2014.

The creation of this machine, which would need to be entered under CRT rules to avoid being part of Honda's four prototype bike limit, is possibly what has caused the delay/destruction of more radical cost cutting measures.

MotoGP Class Sporting Regulations - Effective 01 January 2013:

'Rookie' riders will be permitted to be entered by a factory team.

In the MotoGP class manufacturers are restricted to two direct entries per manufacturer and may provide material for a maximum of two entries per manufacturer operated by Independent teams.

Technical Regulations - Effective Immediately:
Machines entered in the MotoGP class are restricted to using unchanged bore and stroke dimensions throughout 2012-2014.

Current dimensions must be notified to the Technical Director.

Effective 01 January 2013:
In the MotoGP class machines may use a maximum of 24 possible gear ratios and four possible ratios for the primary gear.

Other Proposals
A proposal to restrict riders in the MotoGP class to the use of one machine was rejected.

A proposal to ban the use of non ferrous materials for MotoGP class brake discs was rejected.

A proposal to mandate the use of wheels with a standard specification for strength and durability, applicable to all classes, was postponed pending further discussions between factories and wheel suppliers.

Moto3 Class: Sporting Regulations - Effective Immediately:
The same penalty that exists in the MotoGP class for exceeding the permitted number of engines used will also apply in the Moto3 class. The rider will start the race 10 seconds after the green light is on at the pit lane exit.

Technical Regulations - Effective Immediately:
Minor changes to the regulations concerning Moto3 parts supply were approved. The effect is to ensure that upgrades are available to all entries at the same time.
