Repsol maybe the Title Sponsor of the Factory works Honda, but they don't get to decide how much support Honda gives to their other Teams. If that was the case, Valentino wouldn't have wiped the floor with Okada and Criville in his first Motogp season in 2000, when he wasn't part of the official works Team. There is a much more simple solution for Repsol anyway, they can just either decide to start sponsoring certain riders teams if they wish(which is exactly what did with Rossi's Nastro Azzuro team when it became obvious that he was the strongest Honda rider) or they can eventually recruit the top talent into their Team ( which they eventually did with Rossi in 2002)
