with regards to the rookie rule. One good thing is that the riders cut their teeth and dont get spoiled early on. Another good thing for the teams is a fast rider will often bring good sponsorship with him. That means more money for the team, which can help them increase performance. Now come the end of the season, if they have a strong result even if they lose their star rider they may well gain the next superstar from 250/moto2 but still managed to retain some sponsorship due to their previous years results. the next big rider brings big money and so forth! It could be a bit of a long shot but it may close the gap between factory and satellite teams.
