Sounds like a smart idea. It'd certainly be cheaper to build the track in the first place amenable to both F1 and MotoGP, than try to convert it afterwards. Yeah, there's no promise of a MotoGP race in Texas at present. I'm all in favor of having 4-5 tracks in the U.S. set up to MogoGP's expectations. Gives us better odds to keep two races a year - and is a big help for those like me who live on the east coast.
