You've hit the main problems on the head.
They need to work out what stiffness they need, put the mass as near as possible in the right place for good weight distribution, then you can set the bike up.
Not sure the vee makes a lot of difference unless its a wide between cyl's.
The thing its not until Rossi came to Ducati that anything will be done. That's why Stoner possibly the best rider around and will be for a while. Think how only he made the Ducati work over the years, it was Stoner playing a big part. Ducati will get there though.
