This is a load of tosh. If they were 1/2 serious about reducing costs and increasing competitivenes then they'ed commision a couple of hundred sealed Honda RS125 engines for a couple of grand a piece, the same spec as you or I would buy, and teams would build a chassis around it.
I wonder if they'd be allowed to use crankcase supercharging like my 28cc model aeroplane 4-stroke uses?
