As a Texan who learned to race (and also scared himself sh1tless) on abandoned airport courses (Galveston, Wall) and city-street ones (Austin Aqua Festival) I can see how a dedicated closed circuit is needed. From the initial view, though, it looks most underwhelming. More of the "point'n'squirt" of Sachsenring or those Spanish gokart courses. The fans will probably enjoy watching it, and the all-important TV coverage should be exciting, but it looks like a lot of hard work to ride and not at all flowing like Spa or Suzuka or the Italian road courses. You want safety? Go play chess. But of course Kevin has to be the cheerleader - hell, he even had nice things to say about the despicable Indy.
