if this was true (Rider not developing a bike) then how come the first thing Prezziono wanted to hear was Rossi opinion on the Duke. And now they are making changes based on his and JB feedback. A lead rider (Rossi/JLO/DANI/STONER) is just that, they lead the team and the bike development throughout, an engineer can only make and create stuff based on someone else telling him (and technical knowledge). If the 2012 Yam is poor then Jlo can only partly blame himself (unless Yamaha completely ignore his comments) which would be stupid as!!! Simply more power is a derigour rider statement, it can not always be the option and alot of the time is not, look at the Aprili Cube to show that example to a tea!!
