I disagree - the ten best riders are in MotoGP, but I am sure there are riders capable of moving to MotoGP and scoring points (given the right opportunities).
Some of these may not be ready for a season or two, but I think they are worthy of consideration (and could do a better job than Elias):
There are many others - some of those are obviously not ready and they may not continue to develop, but there apppears to be a wealth of talent in Moto2, WSBK and national series, which could make the grade.
Hopefuuly the CRT concept is a success, leads to more bikes on the grid and gives a chance to a bunch of guys to show their skills.
