I've since found a Crash article from June which I'd previously missed, stating:- "...teams will in future be banned from testing with Moto2 eligible machines fitted with engines other than the official Championship engines. The strict mileage limits on the official Moto2 engines will therefore slash the amount of testing possible. However, the new rule won't come into force until November 8th." This makes me wonder why the Moriwaki team got fined last year. Either they couldn't be bothered to swap engines or perhaps the rules were different then. Of course the new rule will have no effect until next season now, so any advantage that Marquez's team or others have built up thanks to extra testing will not be affected this year.
