I couldn't find any news regarding Ducati or Rossi stated that 2011 is the development year. Most probably that 'fact' is just a wishful thinking of blinded Rossi fans (please note that I'm also Rossi fan, but not blinded).
Here's what happened: Rossi and Burgess underestimated the CF frame problem because of lack of knowledge about it (as a matter of fact, nobody has mastered CF). Burgess even went on with his 80 seconds fix statement. Clearly, they had no idea.
Also because of that, they decided to play along with Ducati, keeping the CF frame for 2011, thinking that fine tuning it would be easier than building twin spar frame from scratch. The rest is history.
