A few things to consider:
1. The Aprilia Chassis/engine combo has to be approved and granted CRT status
2. Even if it is granted CRT status that status can be removed at any time (and the team would be immediately put under the 6 engine and 21 liter of fuel restriction like factory teams) if Aprilia is found to be using a CRT as a back door factory effort.
3. You can be sure that the factory teams will be claiming the Aprilia engine left and right to monitor any back door factory effort. At the claiming price of $20,000 (I believe that's what it is) it's unlikely feasible for Aprilia to be dumping a lot of money and R&D into the engines and would leave that to the teams.
