CRT will end up forcing manufacturers to come up with limited edition road bikes so the teams can take an already tricked up "production" engine and tweak it to almost current MotoGP performance. Remember Foggy's team in WSBK? Did anybody ever see one of those bikes registered and used on the road? I have no doubt CRT teams will already be supplied with specially built engines and/or components by the manufacturers that have had far more testing and quality control than the norm. CRT engines should be randomly chosen from the production line and the allowable CRT modifications done on those. So I think teams might find the CRT bikes cheaper, but the manufaturers might find them almost as expensive.
