For Rossi? No
Yamaha did drop the ball and made the first M1 942CC without fuel injection (even though the R7 they had in WSBK was using it). So essentially yes, Yamaha did build a slower bike.
Yamaha initially believed that the speed difference would not be greater than that of the two strokes, so they saw no need to build the machine to the full capacity of 990CC. Instead they built an engine that would fit into thier proven Delta Box frame, instead of building a new Delta Box frame design around a new engine.
