It is not a "Card" it is a very comprehensive book. The rider has enough on his plate with training, bike set-up, and general focus. The job of checking medication goes to his trainer. If you do really work in health care(broad area) you might know that certain drugs(such as nasal sprays) have different ingredients in different countries. Vicks in UK, is not the same as Vicks in the USA, even though the packaging is the same. A friend of mine(Alain Baxter) lost a winter Olympic medal in just such circumstances. Humans make honest mistakes at times you know! So it is not as clear as you might think.
