Of course running out of fuel isn't the rider's fault. The team calculate the amount of fuel required based on race simulation pace in practice, fill the tank accordingly and advise the rider he has enough to run the race. In this case they underestimated Crutchlow's race pace and underfueled the bike by 300mls.
It's only part of race craft if the rider knows he's going to run short. Otherwise you trust to the team's calculations and assume they got it right. In this case they didn't.
