so if Honda makes the rules, why did the rules end up breaking Honda's back in 2012? More weight, different tires which caused lots of chatter front and rear? Honda would have owned in 2012 had all these rules not changed to favor Yamaha. it is in fact Yamaha that (still) has quite a lot of political clout with in the establishment, they are the Ferrari of MotoGP, their product is slower than Hondas, just like Red Bull.
All you have to do is look at Dani's winning streak in the second half of the season to realize what would have happened had Honda not been 'gimped' at the beginning of the season, Poor Jorge would have finished in 3rd and Casey would have finished his career with another championship. But thats not how it was supposed to B.
