The 107 percent rule is silly and could make sp**** grids even sparser. The flag lights on the dashboards, like Jorge wanted, should prevent the slower bikes from getting in the way, so why exclude them ? The tracks are all wide enough to carry fast and (marginally) slower bikes. The penalty points system seems like a good idea at first, but there will still be disputes and protests whenever there is an incident, and appeals will follow as before. What it needs is say 3 recently ex-racers to make the judgements and decide what penalty, if any, is justified. Only racers know what racing is about, and only they can differentiate between an agressive-but-fair move, and a hopelessly bad lunge. What's more, their decision should be final and binding.
