Perhaps in an ideal world - but when safety is the issue improvements should not be delayed. It was the slow-to-reach-racing-temperature tyres which led to so much damage and injury in the previous season. The time frame of the introduction of improved tyres was the same for all teams. Some coped better than others. I find it very worrying that Nakamoto considered the loss of tenths of a second to be more important than the safety of his riders.
