Well, I can't see what's wrong with it as an idea (though you can bet your left nut that Honda & Yamaha would strongly resist it) - why not relax the testing for new mfrs entering the series, and those not in the top 2?
What better way to aid mfrs to get up to speed than letting them have more of one of the biggest issues holding them back - the lack of time to develop the bike?
This one move would automatically be fair & self-regulate, as any mfr finishing outside the top 2 would qualify, so even Honda or Yam would stand to gain if they had a poor season for the following one.
Even better, it's nice and easy to implement, and there should be no valid reason for any mfr to object to it. Is it such a bad idea really?
