Dr Who, the twins were around 30 odd bhp less and weighed 30 kilos less than Factory (V4 165bhp - 130kg, V twin 135bhp - 100kg), in those days fuel was not limited either on any so the factories cold burn what they want limited only by the size of tank regulation. As for the engines do you think the privateers were bunging a new in every session? The factories have requested the new engine limit not Dorna, they want to prise money from R&D (well Honda did) but the MSMA agreed, I am sure CE jumped at that.
