I'd like to ask Expletive Caramello " What's wrong with a team entering and then leaving after one year, if they have to ?" He should be encouraging Mnfrs to take part, not making up rules which are designed to make life difficult for just one particular factory. He has already decreed that all manufacturer teams should make FOUR bikes available (two for the works team, two for satellite) and I agree that would be a significant addition to the grid. But now he is saying that Suzuki cannot field their own works team, which is robbing himself of two more satellite bikes! He made the rookie rule, then un-made it, and I'm sure he'd do the same with this one if, say, Kwak or BMW wanted to enter a works team. I think he's just playing hard-to-get as revenge for Suzuki's previous withdrawal.
