I think the rules are trying to keep the multi-tiered championship that we already have from being even worse in 2014...
Results from Race 2014 Races:
1-4: Honda & Yamaha Factory Machines
5-9: Honda & Yamaha Satellite Machines
10-18: Leased M1 engine Prototypes, all Ducati's, RC213V customer bikes, and if Suzuki finally show up.
19-25: ART's and then the rest of the CRTs.
While I loved the long lost days of all true factory machines on the grid, my sincere hope is that the competitive gap between each of these tiers begins to shrink over time without losing performance.
Then if WSBK gets beat down to the point where no development can be gained by factories then MotoGP will be the only place in the world to test motorcycle ideas in the real world. Then just get cost under control so that any factory can get into the game and work with a existing team to gain knowledge.
