Its good for TV zane, every story needs a good hero.
All pro motorsports have emphasized too much on the 'drama' and made for TV plots vs emphasizing the racing. So you see certain actors taking leading roles, you see certain narratives pushed by the commentators and the same brain dead fans rooting it on, because they want to be 'entertained' vs. appreciating the skill / technology / and heart of the riders.
You can have control tires with out forcing people to ride on what ever Bridgestone or Pirelli decide is a good tires. But forcing all the bikes to run on a tire that will only ever suite one bike the best is hardly racing, ... staged is a better word.
