To do what, exactly? Let them have an extra 1000rpm? I have little doubt that Honda could produce a class leading 250 4s single, within the existing rules, if they really wanted to. They probably know more about getting performance out of normally aspirated 4 strokes than any other company on the planet. So the conclusion has to be that, for whatever reason, they don't at present choose to commit the engineering resources. But I wouldn't bet on that staying the case if KTM turn their testing edge into consistent wins.
