The best PR thing COTA could have done is made a public display of welcoming him to the track and given him a tour. Showing that they took the high ground. Now they gave KS the upper hand in the eyes of the public. What they did do is help bring the case to the limelight. This is definitely a PR boost for KS.
As for a legend, just his riding style made him just that. I used to watch him in Superbikes (750s) and if he didn't fall off, he smoked them. I was there at Sears Point when he won the race and waited at the start finish line to see where Rainey came in to see if who won the championship.
