My guss is that it will all come down to legal standing. Kevin could be involved in the deal through Hellmund which could negate any claim against CoTA. I'm not sure about that given his "freedom to speak his mind while others can't" Broker fees could be huge for a long term deal of this magnitude involving a few wealthy parties and government. If Kevin is entitled to payment it will be known soon enough, Texas moves faster than most states. Another thing about the Texas legal system is they will award treble damages if the bahavior of one party is egregious. That weighs on the cost/benefit analysis and sometimes triggers reasonable settlements.
