It goes further than that. If you outqualify somebody you start with an advantage over them, so if they beat you in the race it proves you're not good enough to hold on to that advantage.
In addition Rossi has always been known for using practice to work on his race setup. Even at his peak he often wouldn't qualify that well because unlike others he hadn't worked on a good qualifying setup. Could it be that Cal spends too much of his practice time working on his qualifying setup? If spent more time working on his race setup could it be that he might do better in the race?
