A Ducati on a lower spec tyre would work.
Remember how much more competitive Rossi was in wet races? It's because when the grip is reduced the forces going through the frame decrease and things like chatter are minimised.
It would be a leveller for chassis performance but I don't think it would solve everything, as arguably the strength of the M1 is the chassis and the Honda's are still clearing off into the distance with their seamless shift gearboxes, better electronics and overall power advantage.
