You might be right. After all, the fuel amount is a massive constraint and will itself need massive R&D & Electronics management to maximise it. Its one reason why we see less variance between engine and lap strategies, as the electronics have to dictate exactly how the power is delivered in conjunction with the traction control, ant-wheelie, gear-changes etc. It all has to be done while saving as much fuel as possible for driving the bike as fast as possible for the race duration.
If Yam are on the limit with their engines, the it makes sense also that their engines will be right on the margins on fuel too.
JLo will use less fuel time-trialling from the front than he would trying to attack from behind, so that's a very good observation and possibilty!
