The ECU does not just control, things like TC, LC, AW, every engine has different characteristics, so a single map would not work. It took nearly 3 days just to get an engine to do a lap for the CRT boys in Sepang. To set up the bike the old fashioned way would need to go back to carbs, do you remember the 2003 Kawasaki?
Again Motogp is all about R&D, who do you think pays for it? if you really think the rider does nothing but pull back the throttle you are insane. The ECU minimum scan is probably the 30ms if not more it goes up the more it has to do, so it would take probably so the first reaction from the Ecu once it has calculated the problem around 0.5 seconds then the engine has to react without cutting the power totally as that would highside them, too long.
Ever seen the hand waving in the pits and the crowd around them? everybody has to decode that, its a team sport.
