Dovi states: "it's not a situation that you can solve race by race or with simple changes to setup"
So, Dovi exclaims that the set-up parameters have been exhausted, thus adding more credence to the desire for wholesale changes (or a full blown revamp) of the bike from Rossi & Co. The frame added a bit more flexibility with the set-up, but obviously not enough. This should silence critics who used to say, "Rossi & Co need to do this & that with the set-up before asking for major changes/revisions, etc.". Dovi's words seem to highlight and support what Rossi was doing.
