Riders have to pass a series of strenuous tests before being passed fit to ride. Having a broken collar bone does not make you unfit to ride. If you can put up with the pain and the chance of doing lasting damage, you can race. Many, many riders have ridden with broken bones, often quite successfully. I'm just amazed that Pedrosa has anything left of his collar bones after damaging them so often.
